Award-Winning UCLA Earthquake Scientist Files Declaration to the NRC Requesting Shutdown of Diablo Canyon.

SAN LUIS OBISPO, CA – MAY 15, 2025 – A leading earthquake expert has called for the immediate shutdown of California’s last operating nuclear power plant, warning that a proposed decision by the NRC dismissing seismic risks at Diablo Canyon is incomplete and illogical and fails to address significant evidence that seismic risks are too high to meet federal safety standards. 

In a formal declaration submitted today to the Nuclear Regulatory Commission (NRC) Petition Review Board (PRB),  Dr. Peter Bird, Emeritus Professor of Earth Sciences at UCLA, states that continued operation of the Diablo Canyon Power Plant (DCPP) presents “an unacceptable risk of a serious earthquake-caused accident,” and that the NRC is obligated to shut it down under its own safety guidelines.

Dr. Bird’s declaration criticized the NRC for refusing to open an enforcement proceeding sought a year ago by environmental organizations. Instead, the NRC parroted unsupported and illogical claims by PG&E that the reactors are safe to operate and ignored Dr. Bird’s strong evidence and analysis demonstrating that the risk of an earthquake-caused core damage accident at DCPP is high enough to warrant immediate shutdown under the NRC’s own guidance.  

 “I continue to hold the view that the risk of a serious earthquake-caused accident at DCPP is unacceptable, and that immediate shutdown is warranted under NRC’s existing guidelines,” wrote Dr. Bird, a globally recognized authority in earthquake modeling with nearly five decades of experience.

Submitted on behalf of petitioners San Luis Obispo Mothers for Peace (SLOMFP), Friends of the Earth (FoE) and the Environmental Working Group (EWG), Dr. Bird’s declaration criticized the NRC for failing to conduct a competent and independent review of “grave concerns regarding the severe risk of an earthquake-induced accident during continued operation of Diablo Canyon nuclear reactors.” 

Dr. Peter Bird now serves as Professor of Geophysics and Geology, Emeritus at UCLA with 49 years of experience in seismic activity and earthquake modeling. Holding a doctorate in Geophysics from MIT, Dr. Bird is the founding architect of the Global Earthquake Activity Model (2015). 

The Bird declaration to the NRC warns that PG&E’s modeling for seismic activity “assumes that a majority of large earthquakes affecting Diablo Canyon are strike-slip and disregards the significant contribution of thrust faulting earthquake sources under the Diablo Canyon site.”

The nuclear reactors at Diablo Canyon, owned and operated by Pacific Gas & Electric (PG&E), were slated to close in 2024 and 2025 when its operating licenses were set to retire because the plants would eventually become “too expensive to operate” compared to available renewable energy resources. The “Joint Proposal” to shut Diablo Canyon, signed by environmental groups, unions, and PG&E was certified by the CA Public Utilities Commission (CPUC) in 2018. It did not address the unacceptably high risk for a seismic-induced reactor meltdown. However, the reactors’ licenses were extended after California Governor Gavin Newsom brokered a deal with PG&E, offering a $1.4 billion taxpayer-funded subsidy to keep the DCPP operational. 

Hallie Templeton, an attorney for FoE, said: “Allowing Diablo Canyon to operate without a competent and independent review of the seismic risks addressed in the petition puts millions of California residents in danger and risks a major radioactive disaster, akin to Fukushima, along the California coast. PG&E can’t say they haven’t been warned.”  

Diane Curran, legal counsel for SLOMFP, said: “We are very disappointed with the NRC’s proposed decision to allow DCPP to keep operating without a full review of the significant seismic risk to the reactors. It would be irrational and irresponsible for the NRC to permit PG&E to operate DCPP, especially with an aging and deteriorating Unit 1 reactor vessel, without addressing the concerns brought forward by one of the world’s top seismic experts. Listen to the science!”

Bernadette Del Chiaro, Senior Vice President, California at EWG, said: “The potential environmental and human health consequences of a major radioactive disaster along the California coast, similar to the 2011 Fukushima Daiichi incident, are simply unacceptable. It is imperative that all possible precautions are taken to ensure the structural integrity and operational safety of a nuclear facility located in an area with ‘unacceptable risk of earthquakes. The risks highlighted in the petition warrant an unbiased and expert evaluation to determine the true extent of the potential dangers to Californians. To keep Diablo open without this crucial review would place countless lives in jeopardy.”

Because I was so worried about the ignorance of the world’s media and politicians about radiation biology after the dreadful accident at Fukushima in Japan, I organized a 2 day symposium at the NY Academy of Medicine on March 11 and 12, 2013, titled The Medical and Ecological Consequences of Fukushima. It was addressed by some of the world’s leading scientists, epidemiologist, physicists and physicians who presented their latest data and findings on Fukushima [i] I hoped to attract representatives of the global media to educate them.

Background

The Great Eastern earthquake and massive tsunami on the east coast of Japan, caused the meltdown of three nuclear reactors within several days, and four hydrogen explosions in buildings 1,2, 3 and 4. Fukushima is now described as the greatest industrial accident in history. Massive quantities of radiation escaped into the air and water from these damaged reactors, three times more noble gases – argon, xenon and krypton than were released at Chernobyl, together with huge amounts of other radioactive elements, such as cesium, strontium, tritium, iodine, plutonium americium etc. Unfortunately the people of Japan were not notified of the meltdowns for 3 months because the government “did not want to create panic.”[ii]

A typical 1000 megawatt nuclear reactor contains as much radiation as that released by the explosions of 1000 Hiroshima sized bombs and the fissioned uranium becomes one billion times more radioactive than the original uranium because more than 200 intensely radioactive elements have been created whose half-lives range from seconds to millions of years. [iii]

So concerned was the Japanese government according to the then Prime Minister Naoto Kan, that they were considering plans to evacuate 35 million people from Tokyo, because other reactors including Fukushima Daiini on the east coast were also at risk.

Thousands of people fleeing from the smoldering reactors were not notified where the radioactive plumes were travelling despite the fact that the Japanese government and the US were tracking the radioactive plumes, so people fled directly into the path of the highest radiation concentrations where they were exposed to high levels of whole-body external gamma radiation being emitted by the radioactive elements inhaling radioactive air, and swallowing radioactive elements. Nor were these people supplied with inert potassium iodide which would have blocked the uptake of deadly radioactive iodine by their thyroid glands except in the town of Miharu. However prophylactic iodine was distributed to the staff of Fukushima Medical University in the days after the accident after extremely high levels of radioactive iodine – 1.9 million becquerels/kg were found in leafy vegetables near the University.[iv]This contamination was widespread in vegetables, fruit, meat, milk, rice and tea in many areas of Japan.[v]

The Fukushima meltdown disaster is not over and will never end. The radioactive fallout which remains toxic for hundreds to thousands of years covers large swathes of Japan will never be “cleaned up” and will contaminate food, humans and animals virtually forever. The three reactors which experienced total meltdowns I predict will never be dissembled or decommissioned and even TEPCO – Tokyo Electric Power Company – says it will take at least 30 to 40 years and the International Atomic Energy Agency predicts more than 40 years before they can make any progress because of the enormous levels of radiation at these damaged reactors.

Much of the temporary cooling systems cobbled together soon after the accident are composed of plastic piping held together with duct tape and several months ago the electricity supplying the pumps to circulate the water failed for 30 hours because a rat had eaten into the temporary electrical system putting the reactors and cooling pools at great risk as the water levels fell.

The fishing industry most likely will be destroyed on the east coast of Japan. The amount of radioactive water that has already been discharged into the Pacific is far greater than that released to the sea by Chernobyl. Fish caught out as far as 100 Km from Fukushima are radioactive and tuna caught off the coast of California are already contaminated by cesium 134 and 137 from Fukushima.[vi]In late June 2013 it was discovered that the levels of tritium in the Fukushima Port are the highest yet detected at 1,100 Becquerels per litre and this figure indicates huge quantities of radioactive water accompanied by many more dangerous radioactive elements are still escaping into the Pacific Ocean from leaking ground water and other sources.[vii]

Tritium is radioactive hydrogen H3 and there is no way to separate tritium from contaminated water. It is a soft beta emitter and a potent carcinogen with a half-life of 12.3 years and remains radioactive for more than 100 years. It concentrates in aquatic organisms including algae, seaweed, crustaceans and fish. Because it is tasteless, odorless and invisible, it will inevitably be ingested in food, including seafood for many decades. It combines in the DNA molecule – the gene – where it can induce mutations that later lead to cancer. It causes brain tumors, birth deformities, and cancers of many organs.

At the same time strontium 90, which induces bone cancer and leukemia has been detected in ground water near unit 2 at 30 times the so-called safety level. In other words there is no stability at the plant as huge quantities of radioactive elements, more than anyone has been able or willing to measure, have been continuously released into the air and water since the multiple meltdowns at the Fukushima Daiichi Complex.

This accident is enormous in its medical implications. It will induce an epidemic of cancer, as people inhale the radioactive elements, eat radioactive vegetables, rice, fish and meat, and drink radioactive milk and teas. In 1986, a single meltdown and explosion at Chernobyl covered 40% of the European land mass with radioactive elements. Already, according to a 2009 report published by the New York Academy of Sciences, over one million people have perished as a direct result of this catastrophe, yet this is just the tip of the iceberg because large parts of Europe and the food will remain radioactive for hundreds of years [viii]

Medical Implications of Radiation

Fact number one

No dose of radiation is safe. Each dose received by the body is cumulative and adds to the risk of developing malignancy or genetic disease.

Fact number two

Children are ten to twenty times more vulnerable to the carcinogenic effects of radiation than adults. Girls are twice as sensitive as boys and women are more sensitive than men. Fetuses are thousands of times more sensitive. Immuno-compromised patients are also extremely sensitive

Fact number three

Very high doses of radiation received from a nuclear meltdown or from a nuclear weapon explosion can cause acute radiation sickness, with alopecia, severe nausea and diarrhea and thrombocytopenia. Reports of such illnesses, particularly in children appeared within the first few months after the Fukushima accident.

Fact number four

As we all know, Ionizing radiation from radioactive elements, and radiation emitted from X ray machines and CT scanners, can be carcinogenic. The latent period of carcinogenesis for leukemia is 5-10 years and solid cancers 15-80 years. It has been shown that all modes of cancer can be induced by radiation, as well as over 2600 genetic diseases now described in the medical literature.

But as we increase the level of background radiation in our environment from medical procedures, X ray scanning machines at airports, or radioactive materials continually escaping from nuclear reactors and nuclear waste dumps, we will inevitably increase the incidence of cancer as well as the incidence of genetic disease in future generations.

Types of ionizing radiation

1. X rays (usually electrically generated), are electromagnetic, and only cause mutations the instant they pass through your body. You do not become radioactive but your genes may be mutated.

2. Similarly gamma radiation, is electromagnetic, emitted by radioactive materials generated in nuclear reactors and from some naturally occurring radioactive elements in the soil.

3. Alpha radiation, which is particulate, and composed of 2 protons and 2 neutrons, emitted from uranium atoms and from other dangerous elements generated in reactors (such as plutonium, americium, curium, einsteinium, etc- all known as alpha emitters and have an atomic weight greater than uranium). Alpha particles travel a very short distance in the human body. They cannot penetrate the layers of dead skin in the epidermis to damage living skin cells. But when these radioactive elements enter the lung, liver, bone or other organs, they transfer a large dose of radiation over a long period of time to a very small volume of cells. Most of these cells are killed, but some on the edge of the tiny radiation field remain viable to be mutated, and cancer may later develop. Alpha emitters are among the most carcinogenic materials known.

4. Beta radiation, like alpha also particulate, is a charged electron emitted from radioactive elements such as strontium 90, cesium 137, iodine 131 etc. The beta particle is light in mass, it travels further than an alpha particle but also, mutates genes.

5. Neutron radiation is released during the fission process in a reactor or a bomb. Reactor #1 at Fukushima has been periodically emitting neutron radiation as sections of the molten core become intermittently critical. Neutrons are large radioactive particles that travel many kilometers, and they pass through everything including concrete, steel etc. There is no way to hide from them and they are extremely mutagenic.

So, let’s describe just four of the radioactive elements that are continually being released into the air and water at Fukushima. Remember, though, there are over 200 such elements each with its own characteristics and pathways in the food chain and the human body. They are invisible, tasteless and odorless. When the cancer manifests it is impossible to determine its aetiology, but there is a large literature proving that radiation causes cancer including the data from Hiroshima and Nagasaki.

1. Cesium 137 is a beta and gamma emitter with a half-life of 30 years. That means in 30 years only half of its radioactive energy has decayed, so it is detectable as a radioactive hazard for over 300 years. Cesium, like all radioactive elements bio-concentrates in at each level of the food chain – from soil to grass, fruit and vegetables and tens to hundreds of times more in meat and milk andn the sea from algae to crustaceans to small fish to big fish.The human body stands atop the food chain. As an analogue of potassium, it becomes ubiquitous in all cells. It can induce brain cancer, rhabdomyosarcomas, ovarian or testicular cancer and, most importantly, genetic disease.

2. Strontium 90 is a high-energy beta emitter, half-life 28 years, detectably radioactive for 300 years. As a calcium analogue, it is a bone-seeker. It concentrates in the food chain, specifically milk (including breast milk), and is laid down in bones and teeth in the human body, where it can irradiate an osteoblast causing bone cancer; or a white blood cell inducing leukemia.

3. Radioactive iodine 131 is a beta and gamma emitter with a half-life of 8 days, hazardous for ten weeks. It bio-concentrates in the food chain, in vegetables and milk, and then the human thyroid gland where it is a potent carcinogen inducing thyroid disease and/or thyroid cancer. It is important to note that of 174,376 children under the age of 18 to have been examined by thyroid ultrasound in the Fukushima Prefecture, 12 have been definitively diagnosed with thyroid cancer and 15 more are suspected to have the disease. Almost 200,000 more children are yet to be examined. Of these 174,367 children 43.2% have either thyroid cysts and/or nodules.[ix]

Thyroid cancer is extremely rare in children- this is an extraordinary situation. In Chernobyl thyroid cancers were not diagnosed until 4 years post-accident. This early presentation indicates that these Japanese children almost certainly received a high dose of radioactive iodine but also points to the fact that high doses of other radioactive elements released during the meltdowns were received by the exposed population in Fukushima prefecture and elsewhere so the rate of cancer in Japan is almost certain to rise.

4. Plutonium, one of the most deadly, is an alpha emitter. So toxic that one millionth of a gram will induce cancer if inhaled into the lung. It is an iron analogue and combines with transferrin and it causes liver cancer, bone cancer, leukemia, or multiple myeloma. It concentrates in the testicles and ovaries where it can induce testicular or ovarian cancer, or genetic diseases in future generations. It also crosses the placenta where it is teratogenic like thalidomide, the morning sickness drug, did years ago. There are medical homes full of grossly deformed children near Chernobyl never before seen in the history of medicine.

The half-life of plutonium is 24,400 years, radioactive for 250,000 years, available to induce cancers, congenital deformities, and genetic diseases for virtually the rest of time.

Plutonium is also fuel for atomic bombs. 5 kilos is fuel for a weapon which would vaporize a city. Each reactor makes 250 Kg of plutonium a year. It is postulated that less than one kilo of plutonium, if adequately distributed, could kill induce lung cancer every person on earth.

Conclusion

In summary, the radioactive contamination and fallout from nuclear power plant accidents will have medical ramifications that will never cease because the food will continue to concentrate the radioactive elements for hundreds to thousands of years inducing epidemics of cancer, leukemia and genetic disease. Already we are seeing such pathology and abnormalities in birds and insects and because they reproduce very fast it is possible to observe disease caused by radiation over many generations within a relatively short space of time

Pioneering research conducted by Dr Tim Mousseau, an evolutionary biologist, in the exclusion zones of both Chernobyl and Fukushima has documented very high rates of tumors in birds, genetic mutations in birds and insects, many of the male barn swallows are sterile and many birds have smaller than normal brains. What happens to animals will happen to human beings.[x]

The effects of low‐dose radiation: Soviet science, the nuclear industry – and independence?

The Japanese government is desperately trying to “cleanup” radioactively contaminated soil, trees, leaves etc. But in reality all that can be done is collect it, place it in containers – the government contracted workers are using plastic bags, and transfer it to another location. It cannot be made neutral and it cannot be prevented from spreading in the future. Some contractors have allowed their workers to empty radioactive debris, soil and leaves into streams and other illegal places. Then the main question becomes – where to place the contaminated material stored safely away from the environment of thousands of years. There is no safe place in Japan for this to happen, let alone to store thousands of tons of high level radioactive waste which rests precariously at the 54 Japanese nuclear reactors.

Last but not least Australian uranium fueled the Fukushima reactors. Australia exports uranium for use in nuclear power plants to 12 countries including the US, Japan, France, Britain, Finland, Sweden, South Korea, China, Belgium, Spain, Canada and Taiwan. 270,000 metric tons of deadly radioactive waste exists in the world today with 12,000 metric tons being added yearly.

It must be isolated from the environment for one million years and no container lasts longer that 100 years. The isotopes will inevitably leak contaminating the food chain, inducing epidemics of cancer, leukemia, congenital deformities and genetic diseases for the rest of time.

This then is the legacy we leave to future generations

— A nuclear bomb is still ticking in Ukraine: coal blockade organizers warn government that all Russian coal supplies may be blocked

The blockade is by members of the Ukrainian government and allied militias who are ultranationalist, racist, and have a pathological hatred of Russia and all things Russian. The reality is that Russia is not waging war against Ukraine, as even Ukrainian military leaders have admitted.

Approximately 40% of Ukraine’s electric grid runs on coal. The county is already in an energy emergency. Ukraine’s 19 nuclear reactors rely on grid power for cooling. If the grid goes down partially or completely, if there is no back up power, Ukraine could experience up to 6 X Fukushima.

The United States has waged a destabilization campaign against Ukraine  since the end of World War II, nurturing neo-Nazi elements in the society. Asst. Sec. of State Victoria Nuland admitted the U.S. has spent $5 billion in this effort. The U.S. supported the Maidan coup d’etat in 2014, and continues aiding, arming, training, and advising the military, the militias, and the government in the war it wages against East Ukraine, where a majority of residents are ethnic Russians. Germany, the UK, and France are also responsible for this horrific situation. These countries must stop their financial, military, and moral support for the Kiev regime.

The organizers of the trade blockade in eastern Ukraine threaten to block all coal imports from Russia.

KIEV (Sputnik) — The organizers of the trade blockade in eastern Ukraine said Friday that they would block all coal imports from Russia beginning from April 2 in case Kiev failed to reach agreements on coal shipments from other countries by that time.

“We give the government time by April 2 to sign the contracts on coal supplies with countries which do not conduct warfare against Ukraine. We give the government time by April 2 to reconsider its trade policy with the aggressor country of Russia,” the blockade’s main organizer, Anatoliy Vynohrodsky, told reporters.

He added that beginning from April 2 the observation stations of the blockade organizers, which are to be established along all the railway transition posts, will begin the blockade’s active phase.

“First of all we will not let coal from Russia pass,” Vynohrodsky pointed out.

Vynohrodsky noted that concerning other supplies from Russia, the blockade organizers would “consult with the Ukrainian people.”In late January, a group of former participants of Ukraine’s military operation in Donbas, including several lawmakers, blocked traffic on several segments of freight rail lines running from the territories uncontrolled by Kiev. The blockade led to irregularities in supplies of anthracite coal from Donbass, leading to power shortages in Ukraine and prompting Kiev to declare an energy emergency.

Kiev’s authorities criticized the actions of the blockade organizers saying that coal shipments from Donbass were legal as coal producing plants located there had been paying taxes to the Ukrainian State Treasury Service. However, no efforts have been undertaken by the Kiev authorities to lift the blockage.

In January 2015, the Ukrainian parliament adopted a statement designating Russia as an aggressor country, as Kiev considered Russia being a party to the military conflict in Donbass. No evidence supporting this statement was provided.

Moscow denounced the statement. Russia repeatedly said it was not part to the Ukrainian conflict, had not provided military equipment to Donbass militia and was interested in the settlement of the Ukrainian crisis.

With all the action in Syria, the Ukraine is no longer a subject for discussion in the West. In Russia, where the Ukraine is still a major problem looming on the horizon, and where some 1.5 million Ukrainian refugees are settling in, with no intentions of going back to what’s left of the Ukraine, it is still actively discussed. But for the US, and for the EU, it is now yet another major foreign policy embarrassment, and the less said about it the better.

In the meantime, the Ukraine is in full-blown collapse—all five glorious stages of it—setting the stage for a Ukrainian Nightmare Before Christmas, or shortly after.
Phase 1. Financially, the Ukrainian government is in sovereign default as of a couple of days ago. The IMF was forced to break its own rules in order to keep it on life support even though it is clearly a deadbeat. In the process, the IMF stiffed Russia, which happens to be one of its major shareholders; what gives?

Phase 2. Industry and commerce are approaching a standstill and the country is rapidly deindustrializing. Formerly, most of the trade was with Russia; this is now over. The Ukraine does not make anything that the EU might want, except maybe prostitutes. Recently, the Ukraine has been selling off its dirt. This is illegal, but, given what’s been happening there, the term “illegal” has become the stuff of comedy.

Phase 3. Politically, the Ukrainian government is a total farce. Much of it has been turned over to fly-by-night foreigners, such as the former Georgian president Saakashvili, who is a wanted criminal in his own country, which has recently stripped him of his citizenship. The parliament is stocked with criminals who bought their seat to gain immunity from prosecution, and who spend their time brawling with each other. Prime Minister Yatsenyuk was recently hauled off the podium by his crotch; how dignified is that? He seemed unfazed. Where are his testicles? Perhaps Victoria Nuland over at the US State Dept. is keeping them in a jar. This sort of action may be fun to watch on Youtube, but the reality is quite sad: those who “run” the Ukraine (if the term still applies) are only interested in one thing: stealing whatever is left.

Phase 4. Ukrainian society (if the term still applies) has been split into a number of warring factions. This was, to some extent, inevitable. What happens if you take bits of Poland, Hungary, Romania and Russia, and stick them together willy-nilly? Well, results may vary; but if you also spend $5 billion US (as the Americans did) turning the Ukrainians against Russia (and, since they are mostly Russian, against themselves), then you get a complete disaster.

Phase 5. Cultural collapse is quite advanced. The Ukraine once had the same world-class educational system as Russia, but since independence they switched to teaching in Ukrainian (a made-up language) using nonexistent textbooks. The kids have been taught a bogus history hallucinated by rabid Ukrainian nationalists. They’ve been told that Russia is backward and keeping them back, and that they deserve to be happy in the EU. (Just like the Greeks? Yeah…) But now the population has been reduced to levels of poverty not commonly seen outside of Africa, and young people are fleeing, or turning to gangsterism and prostitution, to merely survive. This doesn’t make for a happy cultural narrative. What does it mean to be “a Ukrainian” now? Expletives deleted. Sorry I asked.

Now, here’s what it all really means. With so much going wrong, the Ukraine has been unable to secure enough natural gas or coal supplies to provide a supply cushion in case of a cold snap this winter. A few weeks of frosty weather will deplete the supply, and then pipes will freeze, rendering much of the urban areas unlivable from then on (because, recall, there is no longer any money, or any industry to speak of, to repair the damage). That seems bad enough, but we aren’t quite there yet.

You see, the Ukraine produces over half of its electricity using nuclear power plants. 19 nuclear reactors are in operation, with 2 more supposedly under construction. And this is in a country whose economy is in free-fall and is set to approach that of Mali or Burundi! The nuclear fuel for these reactors was being supplied by Russia. An effort to replace the Russian supplier with Westinghouse failed because of quality issues leading to an accident. What is a bankrupt Ukraine, which just stiffed Russia on billions of sovereign debt, going to do when the time comes to refuel those 19 reactors? Good question!

But an even better question is, Will they even make it that far? You see, it has become known that these nuclear installations have been skimping on preventive maintenance, due to lack of funds. Now, you are probably already aware of this, but let me spell it out just in case: a nuclear reactor is not one of those things that you run until it breaks, and then call a mechanic once it does. It’s not a “if it ain’t broke, I can’t fix it” sort of scenario. It’s more of a “you missed a tune-up so I ain’t going near it” scenario. And the way to keep it from breaking is to replace all the bits that are listed on the replacement schedule no later than the dates indicated on that schedule. It’s either that or the thing goes “Ka-boom!” and everyone’s hair falls out.

How close is Ukraine to a major nuclear accident? Well, it turns out, very close: just recently one was narrowly avoided when some Ukro-Nazis blew up electric transmission lines supplying Crimea, triggering a blackout that lasted many days. The Russians scrambled and ran a transmission line from the Russian mainland, so now Crimea is lit up again. But while that was happening, the Southern Ukrainian, with its 4 energy blocks, lost its connection to the grid, and it was only the very swift, expert actions taken by the staff there that averted a nuclear accident.

I hope that you know this already, but, just in case, let me spell it out again. One of the worst things that can happen to a nuclear reactor is loss of electricity supply. Yes, nuclear power stations make electricity—some of the time—but they must be supplied with electricity all the time to avoid a meltdown. This is what happened at Fukushima Daiichi, which dusted the ground with radionuclides as far as Tokyo and is still leaking radioactive juice into the Pacific.

And so the nightmare scenario for the Ukraine is a simple one. Temperature drops below freezing and stays there for a couple of weeks. Coal and natural gas supplies run down; thermal power plants shut down; the electric grid fails; circulator pumps at the 19 nuclear reactors (which, by the way, probably haven’t been overhauled as recently as they should have been) stop pumping; meltdown!

If this winter stays very, very warm, then the “19 Fukushimas” scenario just may be averted. This is not impossible: we’ve been seeing one freakishly warm winter after another, and each passing month is setting new records. The future is looking hot—as in very warm. Let us pray that it doesn’t also turn out to be hot—as in radioactive.

Five years later, TEPCO admits it should have declared meltdowns at Fukushima plant much earlier

Nearly five years after the nation’s worst nuclear accident, Tokyo Electric Power Co. has admitted that its staff failed to follow damage assessment guidelines, according to which they should have reported the meltdowns almost immediately.

A Tepco spokesman on Wednesday said the company’s Disaster Management Manual requires a reactor to be declared “in meltdown” if 5 percent or more of its fuel rods are determined to be “damaged.”

Tepco knew the extent of the damage early on. As of March 14, 2011, it estimated that 55 percent of the fuel rod assemblies of the reactor No. 1 and 25 percent of those at reactor No. 3 were “damaged,” based on the levels of radiation detected, Tepco spokesperson Yukako Handa told The Japan Times by phone.

Yet, despite widespread public skepticism at that time, the company refused to use the word “meltdown” for a period of about two months.

This led to widespread public speculation about a cover-up and failure to admit the extent of the damage. The sudden removal of a nuclear regulator spokesman fueled this.

Handa said a meltdown would have been declared if the guidelines had been followed correctly. But she said Tepco reported its estimates of damage to the government immediately — as required by law — and its failure to describe the situation as one of meltdown did not break regulations.

“Executives in charge of public relations at the time of the accident were not aware of the assessment criteria written in the Disaster Management Manual,” Handa said.

“They believed there was no clear definition of a ‘meltdown,’ so they didn’t make any clear remarks about one,’ ” she said.

Handa said Tepco will investigate why it failed to follow the assessment manual.

Wednesday’s announcement by Tepco was the first confirmation that such a manual even exists. NHK broke the news earlier in the day.

Whether to admit a “meltdown” was taking place at the plant was a sensitive topic for both the central government and Tepco from the start.

On March 12, one day after the tsunami knocked out power and cooling facilities, Koichiro Nakamura, a senior official at the now-defunct Nuclear and Industry Safety Agency, told a news conference that a “meltdown of a reactor’s core” may be taking place at the Fukushima plant, given the radiation levels detected.

Nakamura was promptly removed from a PR position at the agency, sparking speculation of a government cover-up of something critical underway at the site.

Ukraine on the brink of a nuclear disaster; Ukrainian saboteurs nearly caused another Fukushima

And every time that there is a miracle, and the dire predictions don’t come true, a cure is declared – a victory over Russia, over the elements with the unpredictable laws of nature, over the skeptics. But in the end – common sense.

Last winter was surprisingly warm. As if the one who is responsible for the top temperature, specifically decided to lull the already careless Ukrainian government. Today it is once again assuring the public: there is enough gas — unless there’s a problem.

And it may be right – if a miracle happens again. Experts also warn that if the miracles do not happen, and the temperature in the apartments can’t be maintained at least at + 14 ° C, a catastrophe is imminent. Pipes will burst; heat and electricity will go off-line. In response, experts are declared fear-mongering pessimists. After all, last year they said the same thing – they warned and frightened, backing up arguments with some tricky formulas incomprehensible to the ordinary Maidanists.[the Maidan coup d’etat members who overthrew the elected Ukrainian government and brought to power the current regime]

Vasili Volga, Ukrainian politician and nuclear-energy specialist: “What happened when these, so to speak, “activists” brought down the power lines? Immediately the South Ukrainian nuclear power plant lost a huge amount of electricity, which the system has to have. According to the accounts of shift managers, the guys were on one millimeter away from an emergency. Only the dedicated work of the station staff prevented it.”

A state of emergency was miraculously avoided. But Kiev have provided us all with new problems connected with nuclear power. As Vasily Volga spelled out, the specific operation of nuclear power plants requires precise timing of preventive maintenance. Otherwise, every time there is a risk of accidents on the scale of Chernobyl. “As for the core of the nuclear reactor and all the systems and mechanisms that serve it, we just can’t say,” You know, we do not have money just now, and you work, the way you have, and we’re putting off scheduled preventive maintenance.”

“If it clearly states that the gasket in the main centrifugal pump should be changed after a year, then it should be changed after a year.” All the systems and mechanisms that are around Ukrainian nuclear reactors, are produced either in Ukraine or in Russia. The eternal question of our Svidomy opponents is why we are so keenly interested in Ukrainian affairs, instead of dealing with our own problems, has a simple answer: because you’re close. Because your refugees are with us. Because thanks to Maidan our trade and economic relations, which made both our countries stronger, have been disrupted. It is understandable that systemic problems come up here and there – Ukraine has no money. However, there is one more miracle in Ukraine – for the second year it has managed to avoid a default. A fact the talking heads and the Kiev politicians proudly remind us of. Moreover, on December 8, the IMF decided that even a default can not be an obstacle to Ukraine getting more credit [!].

That is, the entire civilized world, led by the United States, has defended the winners of Maidan. Pessimists and “Moscalis” again notwithstanding. That’s where the real win lay. Let us, however, remember how many loans have been promised and how many have been issued: The European Union promised in 2015 to provide $1.8 billion., USA – $2 billion. Nearly one billion promised to other countries on a bilateral basis. From the IMF, Ukraine was to receive $10 billion. The World Bank has promised to lend $500 million for injection of gas into underground storage [just like in Los Angeles, where over 2000 residents have been evacuated due to leaking methane gas?], but recently began to doubt that this would happen.So actually this year, Ukraine has received less than half of the promised amounts, two tranches of 6.7 billion from the IMF. Catastrophically short. All other potential lenders under one pretext or another have not fulfilled promises.

However, the decision of the International Monetary Fund to continue the lending program says that global players will not desist until that unfortunate country undresses to the skin. From 1 January, 2016 a free trade area (FTA) will be in full force between Ukraine and the European Union. Where previously only Ukrainian duty-free goods were sold, now, the direction of trade changes – European goods crossing the Ukrainian border also will not be surrounded by cushioning duties.

To protect its market Russia will put up a customs barrier starting next year. Therefore, in Kiev, they very much expect compensation in Brussels. And Yatsenyuk’s regime has received signals that there will be compensation. We have heard rumors that the EU will allocate $ 600 million. Not much, but at least something.

However, recently the European Union dropped its promises. “We will say frankly, already since we agreed on an FTA, it was no secret that after the introduction, the Russian Federation could act in response, whether we like it or not. And there was plenty of time to prepare for this,” said the European Commissioner Johannes Khan, cynically.

The year and a half that the FTA has been acting in one direction – from east to west, has demonstrated very feeble opportunities for the Ukrainian economy. The miracle did not happen – trade with the West simply collapsed, and was not able to compensate for the loss of the Russian market.

And it’s not working, of course – it was not for this that the Ukrainians were lured to the Association Agreement, to lose money. Come January 1, Europe will begin to receive attachments back. As is customary in the civilized world, ten times over, sucking the last juices out of the colony.
