Beyond Nuclear is calling for the U.S. Nuclear Regulatory Commission to name the U.S. reactors that might be operating with defective parts imported from France. While potentially affected French reactors have closed down as a safety precaution, the U.S. NRC has refused to even name the affected reactors let alone mandate precautionary closures until the parts are checked. Beyond Nuclear is filing an emergency enforcement 2.206 petition and a Freedom of Information Act Request to demand that the NRC release the full list of reactors with flawed parts; inform the affected reactor communities of the risks; and require the shutdown of reactors with potentially defective reactor components.

As Beyond Nuclear’s Kevin Kamps stated in our press release:“Every one of those potentially defective parts are safety-significant and could lead to meltdown if they fail.”

A Greenpeace France report indentified 19 U.S. reactors at 11 sites that could be operating with defective safety-essential components from Areva’s Le Creusot forge in France. They are:

Prairie Island in Minnesota; North Anna and Surry in Virginia; Three Mile Island in Pennsylvania; Arkansas One in Arkansas; Turkey Point and St Lucie in Florida; DC Cook in Michigan; Salem in New Jersey; Callaway in Missouri; and Millstone in Connecticut. The Crystal River reactor in Florida was also listed but is now permanently closed.

Beyond Nuclear is campaigning to have state and federal authorities adopt the recommendations of the American Thyroid Association’s “Nuclear Radiation and the Thyroid” calling for the pre-distribution and stockpiling of KI in and around Emergency Planning Zones at all U.S. nuclear power plants:

  • 0 to 50 miles            Pre-distribution by direct delivery of KI to all residents
  • 50 to 200 miles        Stockpile KI in schools, hospitals, police and fire stations
  • >200 miles               Make KI available through the HHS National stockpile

Canada begins direct delivery of KI to residents around Darlington and Pickering

In September 2015, the Canadaian Nuclear Safety Commission (CNSC) began delivering KI directly to the homes of every resident within 10 kilometers of nuclear power plants like Darlington nuclear generating station. Greenpeace Canada wants direct delivery to extend farther beyond this six mile radius. The American Thyroid Association is calling for direct delivery of KI to every resident within 50 miles of U.S. reactors.

 INTRODUCTION
“Leak First, Fix Later” was first published in April 2010. Now nearly five years later, Beyond  Nuclear takes another look at the problem of aging and deteriorating piping systems carrying
radioactive liquids that still run under every nuclear power plant.

Nuclear power plants have an extensive network of piping systems dozens of which transport liquids that contain radioactive isotopes including tritium — a radioactive form of hydrogen — and long-lived strontium-90. These piping systems are not adequately inspected or maintained due to their inaccessibility.

U.S. reactors continue to experience leaks and spills of radioactive material into groundwater the unmonitored pathways from unknown and unanticipated sources.

Now, five years after our initial 2010 report, Beyond Nuclear has determined that the NRC has failed to mandate any corrective action programs that focus on inspection and maintenance programs aimed at groundwater protection by preventing ongoing radioactive leaks and contamination of water resources.
